This fight could be a sign that Myca’s government doesn’t have the ability to deliver and distribute humanitarian aid to the displacement camps. Or it could simply show that the government hasn’t made this a priority. After all, Myca is also dealing with election-related protests.

Something must be done. Delivering humanitarian aid in an unstable situation is potentially dangerous for the aid workers and the people trying to receive the aid. Some form of support will have to be set up, so there are no future brawls over aid in the displacement camps.

Most Mycan citizens are uncomfortable with the national police. They think the national police are too quick to use violence in tense situations.

Having UN peacekeepers provide security might reassure camp residents and aid workers. But it could risk insulting the Mycan government by implying that it is incompetent. The last thing you want to do is push away an important graphite trading partner. Also, the UN is overstretched, and it will require strong advocacy to get it to agree to send peacekeepers.
