But that NGO does not have enough money to hire all the staff needed to work in each of the 15 displacement camps where people who lost their homes in the hurricane are living. Or, you can insist that the Mycan government take steps to ensure that local officials don’t steal aid.

Neither of these steps will change the minds of allies who want to prioritize Mycan elections. You are keenly aware that displaced people are suffering from a lack of food, water, and shelter. Every minute spent in this debate is time they cannot afford.

Requiring guarantees against corruption will make sure the aid goes where it’s needed. But you might offend the Mycan government, which would be bad for America’s relationship with an important graphite trading partner.

The Mycan Mercy Coalition has an excellent reputation for honesty and effectiveness, but it’s a small organization. It would need financial support to help everyone in this crisis. By delivering a speech to the foreign donor press, you can advocate that the short-term need to alleviate human suffering outweighs the long-term pursuit of Mycan democracy. However, that doesn’t address their corruption concerns.
